Actually it didn't give the United States the right to attack Afghanistan either, since Afghanistan had nothing to do with the 9/11 attacks either. Some of the guys who inspired the attacks, maybe financed it, were holed up in the hinterlands of that country. That didn't give the U.S. the right to kill thousands of Afghans and overthrow the government of that country.
